RFP-COBRA Services

The City of Cleveland is soliciting proposals for COBRA administrative services to manage continuation of health coverage for eligible employees and dependents in compliance with Section 125 of the Internal Revenue Code. The one-year contract, with two optional renewals beginning no later than January 2027, requires vendors to handle program setup, ongoing administration, client and customer service, and related management functions. Qualified bidders would include specialized benefits administration firms, third-party administrators, or HR service providers with demonstrated expertise in COBRA compliance and employee benefits management.
