Medical and Pharmacy Benefits Manager for Self-Insurance and/or Fully Insured Medical and Pharmacy Benefits

The City of Norfolk, on behalf of a consortium including Norfolk Public Schools and the Norfolk Redevelopment and Housing Authority, is soliciting proposals for medical plan administration and pharmacy benefit management services covering employees, pre-65 retirees, and dependents over a five-year term beginning in 2028, with an optional renewal. The consortium prefers integrated “carved-in” self-insured solutions but will also accept separate medical or pharmacy bids as well as fully insured plan alternatives. Large health insurers, third-party administrators, and pharmacy benefit managers are the entities expected to compete for these contracts.
